Kentucky Governor Signs Bitcoin Bill into Law

Kentucky Governor Andy Beshear has signed into law the "Bitcoin Rights" bill, consolidating protections for cryptocurrency users, as similar Bitcoin reserve legislation moves forward in two other US states.

The Satoshi Action Fund, a cryptocurrency advocacy group, announced March 24 via X that House Bill 701 guarantees the "right to self-custody, run a node, and use of digital assets" without discrimination.

Introduced by Rep. Adam Bowling on Feb. 19, HB701 aims to safeguard the use of digital assets and self-custody wallets, while prohibiting discriminatory zoning changes against cryptocurrency mining.

The legislation also outlines guidelines for the operation of a cryptocurrency node, exempts mining from money transmitter licensing requirements, and clarifies that mining and staking are not considered offers of securities or sales.
