In October, reports said that Do Kwon used Dubai as a temporary shelter, hiding from Korean law enforcement. Meanwhile, a group of 4,400 Terra's investors is also trying to find Kwon. Members of the group believe that the Terra founder might eventually be seeking a shelter in Russia, Azerbaijan or Seychelles.

Kwon has repeatedly denied accusations of hiding from South Korea's law enforcement. However, he's whereabouts remain unclear as he refused to reveal it for "security purposes."
