Although officials at the prosecutors' office in Seoul haven't made any official announcement regarding the matter, they acknowledged that one of its teams visited Serbia. Do Kwon is believed to hide from South Korean authorities in Serbia, where he moved from Singapore after reports said that Interpol had issued a red notice for him.
In October, reports said that Do Kwon used Dubai as a temporary shelter, hiding from Korean law enforcement. Meanwhile, a group of 4,400 Terra's investors is also trying to find Kwon. Members of the group believe that the Terra founder might eventually be seeking a shelter in Russia, Azerbaijan or Seychelles.
Kwon has repeatedly denied accusations of hiding from South Korea's law enforcement. However, he's whereabouts remain unclear as he refused to reveal it for "security purposes."
