The Libra Association has announced it appointed James Emmett, a former CEO of HSBC Bank plc and Europe, as Managing Director of Libra Networks.

According to an official announcement, Emmett’s appointment is the latest in a series of major progress updates this year.

Stuart Levey, the Libra Association CEO, says Emmett is a first-class financial services executive with deep substantive expertise and operational experience.

"I am excited that he is joining us and confident that his leadership will help make Libra's vision a reality," Levey added.

Prior to the Libra Association, Emmett spent 25 at HSBC, serving as Chief Operating Officer of HSBC Bank plc, where he oversaw technology and operations across the firm.

Earlier this year, the Libra Association also appointed Robert Werner as General Counsel.

He previously served at the highest levels of the US Department of the Treasury as the Director of the Financial Crimes Enforcement Network (FinCEN), Director of the Office of Foreign Assets Control, (OFAC), Senior Counsel to the Under Secretary of the Treasury, Terrorism and Financial Intelligence, and Assistant General Counsel for Enforcement and Intelligence in the Office of the General Counsel.
