According to the official Twitter account of Infura.io, popular Ethereum blockchain infrastructure platform, the consensus problems with Constantinople fork lead to malfunction of Ropsten testnet. The company wrote that the network is currently not usable.
Due to a consensus issue with the Constantinople fork, Ropsten is currently not usable. The Ethereum dev community is investigating. Until further notice please utilize one of the other Ethereum testnets

The Ropsten testnet is essentially used by developers as a testing environment before bringing their code onto the main net. In contrast to the main net, writing to the test net is free.
