CFTC proposes federal framework for crypto exchanges. The US Commodity Futures Trading Commission (CFTC) has proposed new rules for crypto trading platforms, creating a federal framework for firms offering leveraged and margined crypto products. CFTC Chair Michael Selig announced the proposals on 5 October, after the Senate failed to advance the CLARITY Act. The agency said the framework would give eligible firms a path to operate under national CFTC oversight rather than relying on state-by-state rules. The first proposal, Regulation CTX, covers retail crypto transactions involving margin, leverage or financing. A second proposal, Regulation CAM, would create a new category of designated contract market for exchanges focussed on these products.

FinCEN drops 2023 crypto mixing proposal. The US Financial Crimes Enforcement Network (FinCEN) has withdrawn a 2023 proposal targeting crypto mixing, citing concerns that it could have a "chilling effect on legitimate activity," according to an announcement on Tuesday. The proposal would have required banks and other covered institutions to report crypto mixing transactions, including wallet addresses, transaction hashes and IP addresses. FinCEN also withdrew a separate 2020 proposal that would have required banks and money services businesses to verify the identities of users of self-hosted wallets. Both proposals were withdrawn before being finalised, so the move does not change existing obligations for financial institutions.

Hong Kong targets end-2026 crypto licensing bill. Hong Kong plans to submit legislation by the end of 2026 to expand licensing requirements for digital asset services. Financial Secretary Christopher Hui said the proposed rules would cover trading, custody, advisory and asset management services, a statement released by the Hong Kong government showed. The government plans to submit the amendment bill within 2026 in response to developments in financial technology. Hong Kong has already started licensing stablecoin issuers, with the first licences issued in April.

Community banks take OCC to court over crypto charters. The Independent Community Bankers of America (ICBA) has sued the Office of the Comptroller of the Currency (OCC) over rules allowing crypto firms to seek national trust bank charters, according to a Reuters report on 2 October. The banking trade group filed the case in the US District Court for the District of Columbia, arguing that the OCC exceeded its authority by making it easier for crypto companies to obtain the charters. The ICBA is seeking to overturn the OCC’s rule and related guidance. It argued that crypto firms operating under national trust charters could receive the benefits of a federal banking charter without providing the same protections as traditional banks.

OKX and ICE file to launch platform for tokenised US stocks. OKX and New York Stock Exchange parent Intercontinental Exchange (ICE) have filed with the US Securities and Exchange Commission (SEC) to launch a platform for trading tokenised US stocks, said OKXICE co-chair Andrew Cuomo. Their joint venture, OKXICE LLC, plans to operate a tokenised securities venue under the SEC’s innovation exemption. The platform would offer more than 60 stocks, with a public notice listing 63 proposed symbols including Nvidia, Apple, Microsoft and Tesla. The venue would operate around the clock using permissioned Uniswap v4 liquidity pools on XLayer. The tokenised stocks would be paired with USDC, USDG or USDT.

Greece proposes 10% tax on cryptocurrency gains. Greece is preparing to introduce a 10% capital gains tax on cryptocurrency profits under draft legislation now open for public consultation, as noted by Reuters on Thursday. The proposal would exempt annual crypto gains of up to €500 ($560) from the tax. The government plans to submit the bill to parliament in November. Greece currently has no comprehensive framework for taxing cryptocurrency gains. Officials said estimating potential revenue is difficult because many Greek investors use overseas crypto platforms.
